摘  要:教育治理的行政区域壁垒及部门条块分割、政府职能转变不到位是民族地区建立符合教育现代化理念的教育治理体系的主要体制性障碍。这些障碍是民族地区社会发展特点、政策环境、决策思维惯性相互影响的结果。在教育现代化的目标要求下,建立民族地区现代化教育公共治理体系要坚持与教育现代化观念相匹配的基本价值选择,即公共治理的教育公共性与多元主体参与、权力分配的适度集权与分权、教育政策的决策民主化。同时,要构建"党委全面领导、中央承担主体责任、行政部门协同管理、学校自主管理、社会广泛参与"的民族地区教育公共治理新格局,加强制度设计。即坚定社会主义办学方向,坚持党对教育事业的全面领导;责任重心上移,强化中央政府责任机制;加强顶层设计,建立顶层推进框架与统筹协调机制;调动地方政府积极性,加强教育公共治理能力建设;发挥学校主体地位,建设现代学校制度;搭建教育行政系统外部治理空间,完善公共参与机制。Ethnic minority areas are the"last mile"of national education modernization.The main institutional barriers to the establishment of educational governance system in ethnic minority areas are the administrative barriers,the division of departments and the inadequate transformation of government functions.They are the result of mutual influence of social development characteristics,policy environment and decision-making thinking inertia in ethnic minority areas.Under the goal of education modernization,the establishment of modern education public governance system in ethnic minority areas should adhere to the basic value choice matching with the concept of education modernization,that is,the educational publicity of public governance and the participation of multiple subjects,the appropriate centralization and decentralization of power distribution,and the democratization of educational policy-making.At the same time,it is essential to build a new pattern of education public governance in ethnic minority areas,which is"the overall leadership of the Party committee,the main responsibility of the Central Committee,the coordinated management of the administrative departments,the independent management ofschools,and the broad participation of the society",and strengthen the system design.That is,we should strengthen the socialist direction of running schools,adhere to the party’s comprehensive leadership of education;shift the focus of responsibility up,strengthen the responsibility mechanism of the central government;strengthen the top-level design,establish the top-level promotion framework and overall coordination mechanism;mobilize the initiative of local governments to strengthen the construction of education public governance capacity;give full play to the schools’dominant position and build a modern school system;build a space for external governance of the educational administrative system and improve the mechanism of public participation.
