摘 要:山西省“全面二孩”政策实施后,科学预测学前教育适龄人口的变化趋势,对做好新形势下学前教育事业发展规划与制度安排、合理配置学前教育资源具有重要意义。基于2010年第六次全国人口普查数据和山西省的有关数据,运用PADIS-INT软件预测2016—2030年山西省城镇及乡村学前教育适龄人口的变化趋势。在此基础上,预测了山西省幼儿园需求数量、幼儿教师和保育员需求人数的变化趋势。通过对山西省18所幼儿园园长的深度访谈,进一步认识到山西省学前教育目前整体发展状况和即将面临的挑战。发现随着学龄前儿童人口的增长,山西省幼儿园数量的增长速度预测值与实际值是基本匹配的,但师资供给存在很大缺口;城镇与乡村学前教育的发展差距较大。为此,应增建幼儿园;增加幼儿教师、保育员供给;平衡城镇与乡村学前教育资源,缩小城乡学前教育发展差距。With the implementation of the universal two-child policy in Shanxi Province,scientifically predicting the changing trend of the preschool-age population is of great significance for the development planning and institutional arrangements of preschool education and the rational allocation of preschool education resources under the new situation.Based on the data of the sixth national census in 2010 and relevant data of Shanxi Province,the PADIS-INT software was used to predict the change trend of the school-age population of preschool education in urban and rural areas of Shanxi Province from 2016 to 2030.On this basis,the trend of the number of kindergartens in Shanxi Province and the number of preschool teachers and childcare workers is predicted.Through in-depth interviews with the principals of 18 kindergartens in Shanxi Province,we further recognized the current overall development status and upcoming challenges of the preschool education in Shanxi Province.The results of the study show that:with the increase in the population of preschool children,the predicted growth rate of the number of kindergartens in Shanxi Province and the actual growth rate of the number of kindergartens are basically matched,but there is a big gap in the supply of preschool teachers;the development gap between urban and rural preschool is large.Hence,more kindergartens should be built;the supply of preschool teachers and childcare workers should be increased;resources for preschool education in urban and rural areas should be balanced,and the gap between urban and rural preschool education development should be narrowed.
