摘  要:在考试招生制度改革不断推进、考试管理专业化和职业化迅速发展的背景下,通过第三方对国家考试的运行质量进行评价,有利于加强国家考试的监管,提高人才选拔质量,维护国家考试的公信力。以全国体育单招专业统考运行监督评估实践为例,基于以“回应”作为评估的出发点、以“共同建构”作为评估的本质、以“协商”作为建构评估的途径这一框架构建思路,采用文献研究法、问卷调查法和德尔菲法构建全国体育单招专业统考运行质量监督评估指标体系,该体系由5项一级指标、15项二级指标、34项三级指标、103条具体评估标准构成。基于对评估体系2年的试用探索,提出加强评估指标的科学化设计、加强考试技术改进和信息技术支撑、以持续评估促进考试管理质量持续改进和价值提升、扩大第三方机构对国家考试运行质量评估的探索等建议。With continuous reform in test and enrollment system,and development in test management specialization,the third-party supervision and evaluation in national tests management is good for selecting talents,ensuring the test quality and the national test’s credibility.The study,based on the“responding”as starting point,the“joint construction”as nature,and“negotiation”as path,adopts the methods of literature review,questionnaire and Delphi technique to build the supervision and evaluation system.The system consists of 5 first-level indices,15 second-level indices,34 third-level indices and 103 specific evaluation criteria.Having been implementing the system for two years,the following suggestions are put forward:a)improving evaluation indices design,b)strengthening examination technology and information technology support,c)promoting the continuous improvement of test management quality and value by continuous evaluation,d)expanding the third-party supervision to explore the evaluation of national examination operation quality.
