摘 要:学科建设是大学发展的基础和核心,能够彰显大学的特色和优势。然而,由于客观政策导向和主观认识不足的原因,长期以来我国开放大学学科建设一直处于缺位状态。学科建设缺位导致开放大学难以打造一支高水平师资队伍,专业发展缺乏应有基础,制约课程、资源建设以及学习支持服务质量提升,进而影响开放大学的整体教学质量和社会声誉。为应对这一问题,开放大学应合理借鉴而非照搬普通高校的学科建设经验,充分发挥自身办学系统和平台优势,整合社会资源来协同推进。具体而言,各开放大学可以结合自身原有的优势专业和特色学科,以及当地的社会经济发展需求,探索设计与开放大学组织结构相协调的"1+N"学科建设模式,通过1门龙头学科+N个关联学科、1门特色学科+N个优势专业、1所开放大学+N所地方高校或科研院所、1个学科核心团队+N个专业团队等途径,灵活推进学科建设,持续提升办学能力,为创建世界一流开放大学奠定坚实基础。这也是未来开放大学在"互联网+教育"浪潮中能否成功突围,在构建全民终身学习的教育体系过程中能否更有作为的关键。Highlighting the characteristics and advantages of universities,discipline construction is also the foundation and core of university development.However,due to the objective policy orientation and the lack of subjective knowledge,the discipline construction of Open Universities in our country has been in an absent state for a long time,which makes it difficult for Open Universities to build some high-level faculties.And the lack of proper foundation for professional development restricts the construction of curriculum and resource as well as the improvement of learning support services,which thus affects the overall teaching quality and social reputation of Open Universities.In order to cope with this problem,Open Universities should draw on rather than copy the experience of discipline construction in ordinary universities,fully developing the advantages of their own school system and platform and integrating social resources to promote collaboratively.Specifically,Open Universities can combine their original advantages and special disciplines,as well as the needs of local social and economic development to explore and design the“1+N”discipline construction model in harmony with the organizational structure of Open Universities.By means of one leading discipline adding N related disciplines,one characteristic discipline adding N dominant majors,one open university adding N local universities or research institutes,and one subject core team adding N professional teams,the construction of disciplines can be promoted flexibly and the ability to run schools can continuously be improved,in order to lay a solid foundation for creating the world-class Open Universities.This is also the key to whether Open Universities can successfully break through in the“Internet+Education”wave in the future,and whether they can be more effective in the process of building an education system for lifelong learning for all.
