摘 要:考试招生制度是国家法定教育制度,是教育评价制度的核心。从贯彻党的教育方针的迫切需要、考试招生制度改革的根本目标、实施"强基计划"的重要探索3个角度对综合评价进行分析,明确健全综合评价是考试招生制度改革的根本方向。新高考制度设计中的综合评价尚存在较大的政策探索空间,在改革路径选择上提出以下建议:1)科学确定多元评价各要素成绩的权重;2)科学确定高校考核内容的定位;3)科学把握综合素质评价的价值定位和使用方法,坚持"谁使用、谁评价"的基本逻辑。As part of the national statutory education system, the examination and enrollment system is at the core of the educational evaluation system. This article analyzes comprehensive evaluation from three perspectives-the urgent need of carrying out the educational policy of the Communist Party of China, the fundamental goal of the examination and enrollment system reform and major explorations in the implementation of"The Strengthening Basic Disciplines Plan", and makes it clear that comprehensive evaluation is the fundamental direction of the examination and enrollment system reform. Nevertheless, there is still much room for policy exploration in the design of comprehensive evaluation entailed in the new college entrance examination system, and to choose the right reform path, scientific approaches should be taken to determining the weight of multiple evaluation results,scientifically determining the orientation of college-based assessment content, and understanding the value and use of comprehensive evaluation in light of the basic principle that it is the user’s job to undertake the evaluation.
