中西部民族地区的文旅融合发展:现状、问题与对策分析

摘　　要：“文旅融合”发展的体制机制问题包括国家治理体系建设和治理能力建设两个方面;前者属于结构性问题,后者则是功能性问题。很多民族地区正在探索文旅融合发展之道。民族地区的名城、名镇、特色小镇、名村、民族特色村寨等,是文旅融合发展的主要战场。目前,民族地区文旅融合中存在的问题主要体现在两大方面:其一是对出现问题的性质和类型认识不清,其二是工作中存在重规划、轻实效的现象。解决现有问题的对策思路包括两个方面:一是文旅融合中的系统性和整体性问题,二是处理好文旅融合发展中的三大主要关系,即中央政府与民族地区之间的关系、政府作用与市场功能之间的关系、文化与旅游之间的关系。我国疆域辽阔,各种民族文化丰富多彩,通过文旅融合发展,可以增进我国不同民族之间相互交往、交流和交融,有助于进一步弘扬中华各民族优秀文化,有助于各民族人民共同铸牢中华民族共同体意识。The institution and mechanism of integrated development of culture and tourism includes two aspects:national govern system construction and govern ability building.The former one is structural aspect and the latter is functional aspect.In ethnic areas,many explorations on integrated development of culture and tourism have done or are doing.In ethnic areas,historical-cultural cities,historical-cultural towns,characteristic towns,historical-cultural villages and ethnic characteristic villages are the main battle ground integrated development of culture and tourism.Nowadays,current problems can be divided into two patterns:one is that we don’t know clearly the nature and type of the existing issues,another one is that we pay more attention to planning and less attention to result.The suggestions to handle the above problems include two ways.On the one hand,we need to balance the system and unity of integrated development of culture and tourism;on the other hand,we need to handle three kinds of relationships including relation between the central government and ethnic areas, relation between governmental role and market function, relation between culture and tourism. China has vast territory and rich and colorful ethnic cultures, based on integrated development of culture and tourism, different ethnic minorities will have more interaction, communication and blending each other, and promote the development of excellent traditional culture, and foster the sense of community for the Chinese nation.
