摘　　要：高等学校内部管理制度的改革创新,是提高高等教育水平的基础,也是高等教育教学改革的迫切需要。针对高校内部管理体制中部门职责不明确、人事管理混乱、内部学术力量薄弱、疏于管理及缺乏长远、个性化规划等突出问题,提出对应的改革解决方案,为实现科学治校、民主治校、依法治校奠定良好的基础。The reform and innovation of the internal administration system in colleges and universities is the foundation for improving higher education and the urgent need of teaching reform.This paper proposes corresponding solutions for such outstanding problems as unclear departmental responsibilities,disordered personnel management,weak internal academic strength,negligent management and lack of long-term and personalized planning.It lays a good foundation for the scientific,democratic and legal school administration.
