养老型“非吸”犯罪研究——以金华市金东区的两起案件为例

摘　　要：近年来,我国人口呈现老龄化的趋势,并且出现了“空心化”的现象,非法集资犯罪衍生出了具有新特征的养老型非法吸收公众存款犯罪的亚种,使得老年人成了非法集资犯罪的新目标。以老年人为主要对象的养老型“非吸”犯罪打着“高回报”的幌子,侵害老龄群体的财产安全,造成老年贫困、破坏人际关系,严重影响了社会的和谐稳定。鉴于此,对养老型“非吸”犯罪进行研究,深入剖析其特征、危害,进而提出加强金融风险检查并保持高压态势、建立跨部门联动机制并做好犯罪预防“晴雨表”、打好“5·15”经侦宣传日品牌并创新经侦宣传工作形式一系列打防对策,均具有紧迫的现实意义。China’s population has shown an aging trend and a phenomenon of“hollowing”.Illegal fund-raising crimes have spawned a new type of pension-type illegally absorbing public deposit crimes.Elderly-oriented illegal fund raising crimes under the guise of“high returns”violate the property security,cause poverty,destroy interpersonal relationships,and affect social harmony and stability.In view of this,research on pension-type illegal fund raising crimes,analyze their characteristics and harms in depth,and then propose to strengthen financial risk inspection and maintain a high-pressure situation,establish a cross-sector linkage mechanism,and do a good job of crime prevention“barometer”,a series of countermeasures for the“5.15”Economic Investigation and Propaganda Day brand and innovation in the form of economic investigation and propaganda work have practical significance.
