摘 要:建立行业资历框架,指导新时代的课程体系、教学运行和评价体系改革,鼓励终身学习和支持终身教育体系构建。文章通过总结国内外行业资历框架的组织形式及影响,基于现实国情设计了政府主体、行业、学校等利益相关体参与的行业资历框架建设制度,结合实践探索了建立工作组、开展行业调研、建立能力矩阵、建设能力单元等环节相互联动的行业资历框架的具体运行流程,设计了立法支持、课程体系调整、评审制度建设、反馈机制共同作用行业资历框架的运行保障机制。It is necessary to establish industry qualification framework, guide the systematic reform of curriculum, teaching and evaluation, promote lifelong learning and support the construction of a lifelong education system. By summarizing the organizational forms and impacts of both domestic and foreign industry qualification frameworks, this paper designs a system of constructing industry qualification frameworks involving beneficiaries such as government, industry and schools which suits the domestic conditions. With experience from practice, it illustrates the running process, including mutual-linked steps such as working groups, industrial investigations, capacity matrix, and capacity units. Furthermore, it designs a guarantee system for industry qualification frameworks based on legal supports, curricular adaptation, evaluation improving and feedback regulating.
