“一带一路”背景下高职来华留学生教育:机遇、困境与对策

摘　　要：在“一带一路”背景下,海外应用型人才需求的扩增、“教育共建”的战略目标定位以及沿线国家的生源分布优势等因素为高职来华留学生教育发展提供了重要契机,而国际化基础薄弱、教育承载力不足、学历互认政策缺位、教育品牌效应缺乏则成为其中的重要掣肘。为加快发展高职来华留学生教育,政府应加大对高职院校开办来华留学生教育的激励与扶持,给予沿线国家更多政策倾斜,并以“教育共建”为契机,积极推进与沿线国家高职教育“学历互认”政策构建。同时,高职院校应努力强化人才培养质量与特色,提升高职教育在沿线国家中的品牌形象和比较优势;加快高职来华留学生教育的专业调整与布局,提高人才培养与“一带一路”合作共建的适切性;加强高职来华留学生教育“订单式”人才培养模式的探索与实践,逐步扩大高职教育在沿线国家中的影响力。Under the background of“the Belt and Road”,the increasing requirement of overseas applied talents,the strategic targets orientation of“joint development of education”and the advantage of students’source distribution of countries along the route provide significant opportunities for higher vocational education of international students,while weakness of foundation of internationalization,lacking of education bearing capacity,vacancy of mutual recognition of academic qualifications policy and shortages of education brand effect are the obstacles for the development.To promote the development,and to benefit“the Belt and Road”strategy,Chinese government need to give more encouragement and support higher vocational colleges in holding foreign students education,offer more supportive policies for countries along the route,push ahead positively policy construction of mutual recognition of certificate of higher vocational education between China and countries along the route by taking the chance of“joint development of education”.At the same time,higher vocational colleges should work harder to promote the internationalization of education quality assurance,enhance brand image and comparative advantages of higher vocational education among countries along the route;further quicken the adjustment and arrangement of disciplines and majors,enhance the fitness of talents cultivation with joint construction in“the Belt and Road”strategy;and try to explore and practice models of“ordering”cultivation of international students of higher vocational education,enlarge gradually the impact of higher vocational education among countries along the route.
