摘  要:本文基于供给侧改革视角,以山西省为个案调研分析普通高校外语类学科专业的发展现状及面临的挑战,继而对中西部高等外语教育的供给侧结构性改革提出建议。研究发现,长久以来“需求主导、供给跟进”的发展态势给学科层次、专业布局和人才培养造成了困局,因此需要“释放新需求、创造新供给”,实施由“需求约束型”向“供给驱动型”转变的多元化发展战略。通过加强外语教育政策规划、拓展学科专业内涵、提升人才培养和学术研究质量,以推进新时代我国中西部高等外语教育振兴。From the perspective of the supply-side reform,the paper takes the case of Shanxi province in central China to summarize the current development of foreign language disciplines and specialties in tertiary institutions and both the challenges and opportunities lying ahead,and then arrives at suggestions for supply-side reform of foreign language higher education in central and western China.It is found that the long-standing state of“demand guiding and supply following”has caused unreasonable distribution and structure of languages,imbalanced layout of majors,and undifferentiated talent training programs,so that a shift from“demand-restricted”development to“supply-driven”growth shall be pursued in order for“release of new demands and creation of new supplies”.The foreign language higher education in central and western China in the new era is likely to make progress when foreign language education policy and planning,practices of disciplines and majors,talent training and academic research are all improved.
