高职教育“政校行企盟”协同海外办学模式研究与实践

摘　　要："政校行企盟"协同海外办学,是高职教育在"一带一路"倡仪和"高铁走出去"战略下,助力中资企业"走出去"的全新模式。基于区域协同创新与相关利益者理论的深化,开展由中马政府、中铁东方国际集团有限公司、中国中车(马来西亚)有限公司、拉曼大学学院和"一带一路"产教融合联盟组成的"政校行企盟"五主体协同海外办学实践,构建了"政府联动牵头、高职精准施教、区域产业(行业)支撑、企业定向培养、联盟协同办学"的"五螺旋"区域协同模型,提出了海外协同办学的三大促进行机制,即:联盟协同机制、组织保障机制与产教融合机制,实现了高职教育服务"一带一路""扩容、提质、强服务"的目标。Collaborative overseas education of government,polytechnic,industry,enterprise and alliance is a brand-new model of higher vocational education under the Initiative of"One Belt and One Road"and the strategy of"Going-out of High-speed Rail".Based on the theories of regional collaborative innovation and relevant stakeholders,Guangzhou Railway Polytechnic has carried out collaborative overseas education by the five main bodies of the"government,polytechnic,industry,enterprise and alliance"of China-Malaysia Government,China Railway Dongfang Group SDN.BHD.CRRC Railway Vehicles(M)SDN.BHD.,Tunku Abdul Rahman University College and the Integration Alliance of One Belt and One Road by building the five spiral regional collaboration model,proposing three major mechanisms for promoting overseas collaborative education,namely:mechanisms of alliance collaboration,organization guarantee and industry-education integration,realizing the goal of expansion,quality improvement and strong service of higher vocational education under the initiative of"One Belt,One Road".
