摘 要:印度经济转型升级和教育需求变化对其高职教育的办学规模、办学层次、沟通机制和办学质量提出了极大挑战,印度高职教育通过新增社区学院、职业学士学位等措施重构能力体制,实施“国家职业教育资格框架”理顺能力机制,推进质量改进计划深化能力内涵,有效重塑了教育能力。印度高职教育能力重塑对我国高职教育具有一定的借鉴意义:一是完善办学层次、举办社区学院、普通高等教育引入高职教育以构建能力体制;二是实施国家职业教育资格框架、开发国家职业标准、完善资格证书管理制度、实施先前学习认定、研发职普双向互通桥梁课程、推行学分互认与转换以理顺能力机制;三是精选优势院校以点带面、科学规划质量改进项目、聚焦内涵建设、优化质量保障体系以深化能力内涵。The transformation and upgrading of India’s economy and the change of educational demand have posed great challenges to the scale,level,communication mechanism and quality of its higher vocational education.India’s higher vocational education has effectively reshaped its capacity by adding community colleges,Bachelor of Vocation and other new educational bodies to improve the capacity system,by implementing the“National Vocational Education Qualification Framework”to straighten out the capacity mechanism,and by promoting Technical Education Quality Improvement Programme to deepen the capacity connotation,which bring many enlightenments to China’s higher vocational education on constructing capacity system by improving level,holding community colleges,and introducing higher vocational education into higher general education,on straightening out capacity mechanism by implementing the“National Vocational Education Qualification Framework”,developing National Occupation Standards,improving qualification certificate management system,implementing Recognition of Prior Learning,developing the two-way bridge courses for vocational and general education,and promoting credit mutual recognition and transfer,and on deepening capacity connotation by selecting superior colleges and universities from point to area,scientifically planning quality improvement projects,focusing on connotation construction,and optimizing quality assurance system.
