摘  要:基础教育质量监测评价对教育质量做出评判。从价值取向上看,基础教育质量监测评价遵循教育性、整体性和去筛选性,“为了改进”是其价值定位;以清晰描述教育质量状况、探讨教育质量影响因素为工作任务;其评价主体和方式呈现国家、省、市、区县四个层次,与工作任务纵横交融,形成基础教育质量监测评价体系。从结构上看,该体系应平衡行政理性和技术理性的张力,兼容行政理性,保障双方的独立性,并开展有效互动;应平衡不同评价主体之间的张力,分化评价功能,整合改进功能,吸纳多元主体;应平衡中央和地方的张力,开展分层治理,加强对地方支持,明晰工作层次,注重工作的整体性。从保障上看,该体系应加强问责和服务机制,突出对政府问责和对学校服务;应加强开放和共享机制,加强数据共享,建立政策咨询的同行评审机制,加强面向公众的宣传机制,建立人才“旋转门”机制;应加强专业保障机制,提高从业人员的专业水平,提升研究的专业性,推动专业组织建设。Basic education quality monitoring and evaluation make judgments on education quality.From the perspective of value orientation, the quality monitoring and evaluation of basic education follows the characteristics of education, integrity and de screening, " for improvement" is its value orientation;it takes a clear description of the status of education quality and discusses the influencing factors of education quality as the work task;its evaluation subjects and methods present four levels of the state, province, city,district and county, blending with the work tasks vertically and horizontally, forming the quality of basic education Monitoring and evaluation system. From the perspective of structure, the system should balance the tension between administrative rationality and technical rationality, be compatible with administrative rationality, ensure the independence of both sides, and carry out effective interaction;it should balance the tension between different evaluation subjects, differentiate evaluation functions, integrate and improve functions, and absorb multiple subjects;it should balance the tension between the central and local governments, carry out hierarchical governance, strengthen support for local governments, and clarify the work Level, focus on the integrity of the work. In terms of security, the system should strengthen the accountability and service mechanism, highlight the government accountability and school services;should strengthen the opening and sharing mechanism, strengthen the data sharing, establish the peer review mechanism of policy consultation, strengthen the publicity mechanism for the public, and establish the"revolving door" mechanism for talents;it should strengthen the professional security mechanism, improve the professional level of employees and enhance the research To promote the construction of professional organizations.
