摘　　要：复杂的市场环境促使集群企业通过开展外部性的协同创新来提高技术竞争能力,而制定一套科学合理的协同创新伙伴评价方法是保障集群企业有效选择结盟对象并顺利开展协作的必要前提。首先,本文在知识经济大背景下考虑知识的互补、吸收、转化、创新等知识能力因素在集群企业协同创新的过程中,比传统的价格、质量、生产周期等因素具有更加重要的实际作用和现实地位,设计并提出基于知识能力的集群企业协同创新伙伴评价指标体系。其次,构建改进的ELMAN神经网络模型,并将其应用于新指标体系下的协同创新伙伴评价测度。最后以山西省某市级工业开发区内企业为例,验证该方法的适用性和有效性,为集群企业合理评价和选择协同创新伙伴提供参考。The complex market environment urges the cluster enterprises to improve their technological competitiveness through external collaborative innovation,and establishing a scientific and reasonable evaluation method of collaborative innovation partners is a prerequisite for ensuring the cluster enterprises to effectively select the alliance candidates and smoothly carry out cooperation.In the present study,in the context of knowledge economy,we first design and propose the evaluation index system of innovation partners in knowledge-based cluster enterprises,which considering the knowledge factors such as complementary,absorption,transformation,and innovation have a more important practical role and status than the traditional factors such as price,quality,and production cycle in the process of collaborative innovation.Second,we construct an improved ELMAN neural network model and apply it to the measurement of collaborative innovation partner evaluation under the new evaluation index system.Finally,the applicability and effectiveness of this method are verified by taking the enterprises in a city level Industrial Development Zone in Shanxi Province as an example,which provides a reference for the cluster enterprises to reasonably evaluate and select collaborative innovation partners.
