摘　　要：随着人口老龄化进程的加快和新时代特征老年人口数的增长,老年教育的性质、地位、功能、形式等都发生了重大变化,老年教育成为中心性的社会问题和重要的现代社会公共事务,老年教育的可持续发展需要强有力的政策支持。老年教育政策设计是一个复杂的过程,需要立足多维度视角,全面深入地认知和分析设计依据、设计情景、设计目标、设计理性、设计质效等重要问题,以此提高政策设计质量和水平,有效保障老年教育的政策理念、政策内容、政策措施等的科学性、正确性,为解决复杂性老年教育问题提供政策利器。With the acceleration of the population ageing process and the growth of the number of the elderly population in the new era,the nature,status,function and form of education for the elderly have undergone significant changes,education for the elderly has become a central social issue and an important public affairs in modern society.The sustainable development of Education for the elderly needs strong policy support.The design of educational policy for the elderly is a complicated process,which needs to be based on the multi-dimensional perspective,comprehensively and deeply recognize and analyze such important issues as design basis,design situation,design goal,design rationality,design quality effect,etc.,in order to improve the quality and level of policy design,and effectively guarantee the scientific and correct policy ideas,policy content,policy measures and so on.
