质量信息公示、信号传递与农产品认证——基于肉类与蔬菜产业的比较分析

摘　　要：在信息不对称程度严重的食用农产品市场中,政府对相关产品的质量安全信息公示是公众获取食品安全信息的重要渠道,也是食品生产者采取认证传递质量信号与进行安全生产的主要外部激励。本文利用2015-2018年各季度省级层面政府抽检公示不合格食用农产品批次数据以及新增认证HACCP体系生产者数据,探究政府不合格信息公示对食品生产者认证决策的影响。研究发现,政府不合格信息公示对食品生产者的认证行为有显著的激励作用,且相比于蔬菜类产品的生产者,政府不合格质量信息公示对肉类产品生产者认证行为的激励效果更为明显。区分地区比较后发现,该影响在东部与中部地区的生产者中较为显著,而在西部地区则不存在显著影响。In the market of edible agricultural products,featured by serious information asymmetry,the government plays an important role not only in delivering information of product quality to consumers but also in incentivizing producers to enhance product quality and safety. This paper investigates the impact of failure products information disclosed by the government on producers’ quality certification decisions. Data of failure records of meat and vegetable quality safety sampling tests by provincial governments and data of producers with newly adopted HACCP certification for meat and vegetable products in various quarters during 2015-2018 are used. It is found that the unqualified disclosures of quality safety information have significant positive effects on the certification behavior of meat and vegetable producers. Compared with the producers of vegetable products,unqualified information disclosures by the government have greater impacts on the quality certification of meat producers. A heterogeneity analysis across producers in different geographical regions shows that the effect is significant for producers in the eastern and central regions,but not significant for producers in the western region.
