摘　　要：19世纪中叶以来欧美国家开辟的现代高等教育诸种开放办学模式值得借鉴。《莫里尔法案》倡导的社会化办学理念推动了产学合作体制的形成,增强了高等教育服务社会和产业发展的职能。第三方绩效评估制度和市场化机制的引入,使得教育领域的权力关系走向开放,强化了教授、学生在大学治理体系中的作用。欧洲教育一体化进程推动了教育资格等值互认、无障碍跨国流动、教育体制统一化等开放方案的落实,开启了高等教育的国际化之路。Since the middle of the 19th century,modern higher education has opened up various modes or dimensions of open education,which can be a useful mirror of open education.The socialized opening marked by Morrel Law Case promoted the formation of industry-university cooperation system.The introduction of the third-party performance evaluation system and market-oriented mechanism has decentralized the evaluation right and control right of higher education,and the wave of education democratization has further strengthened the role of professors and students in the opening of university governance structure.The integration of European education has explored such programs as equal recognition of educational qualifications,barrier free transnational flow,and the unification of educational system,which has opened the way to the internationalization of higher education.
