摘 要:在国家政策的引导下,北上广等发达地区的基础教育改革实践如火如荼。综观这些地区公办中小学办学体制机制改革的探索,发现在坚持教育公益性原则的前提下,公办中小学办学体制机制改革呈现出多样化的发展趋势。这些地区的改革动态和趋势,为雄安新区进行基础教育办学体制改革创新提供启发和借鉴:从办学主体来看,办学以政府公办为主,辅以少而精的民办/私立学校;探索混合制办学试点,举办政府资助型学校;举办国际学校,打造教育国际品牌。从办学模式看,实行多种合作办学形式,采用名校办名校和引入集团化办学模式。从学制来看,根据学校类型实行多样态学制。从学校治理机制来看,多元共治应成为中小学治理的常态模式。Under the guidance of the national policy,the fundamental education reform practice in developed regions is in full swing,such as Beijing,Shanghai and Guangzhou.On the basis of adhering to the principle of public welfare,the reform of school-running system and mechanism presents a diversified trend.These trends provide inspiration and reference to the fundamental education system in Xiongan New Area in the future.In the view of the main body of school-running,the school is mainly run by the government,and run a fewer but better private/private schools;Making an experiment of running mixed schools and setting up government-funded schools;Holding international schools.In terms of the school-running mode,it implements various forms of cooperative school-running,such as famous branch schools run by famous schools and collectivized school mode.From the perspective of school governance mechanism,multiple governance should become the normal mode of governance in primary and secondary schools.
