摘　　要：为探索突发性公共卫生事件下供应链恢复机制,以政府出台的应对疫情政策作为样本,采用扎根理论方法,在识别关键影响因素与情境化特征因素的基础上,建构供应链全面恢复机制理论框架。研究表明:需要在全局性视角下进行整体恢复,促进供应链全面唤醒;可以采用分布唤醒的方式实现供应链恢复,即在全局统筹规划的基础上确定和唤醒重点企业,并逐步带动唤醒整条供应链;唤醒模式可以保证供应链恢复动态性,以适应不断变化的疫情。In order to explore the supply chain recovery mechanism under sudden public health events,this study takes the government’s policy on resumption of work in the epidemic as the data,uses a grounded theory method to identify the key influencing factors and the characteristics of the situational characteristics,and builds a theoretical framework of the interaction between government policies and enterprise about resumption of work.The results show that:It is necessary to carry out overall recovery from the perspective of the whole situation to promote comprehensive awakening of the supply chain;Distribution and step-by-step wake-ups can be used to achieve full supply chain recovery.On the basis of overall planning,a variety of factors can be comprehensively considered to identify and awaken key enterprises,and gradually awaken the entire supply chain through the key enterprises;The advantage of this model is that it can ensure the dynamics of the supply chain recovery process to adapt to changing epidemics.
