摘  要:基于吉尔伯特和特雷尔的社会福利政策分析框架,对我国随迁子女教育政策发展状况进行分析。随迁子女教育政策的发展概况主要包括分配基础演变——逐步推开普遍性义务教育;分配内容演变——不断深化实物分配,持续扩大现金分配和代金券分配;提供策略演变——强化中央统筹;资金筹措演变——持续扩大中央拨款力度。随迁子女的教育政策发展正向着教育公平的方向出发,但目前政策上还有一些地方需要完善,还需要全面推进义务教育优质均衡发展和深化高考制度改革,同时也需要东西部经济均衡发展的配合。Based on social welfare policy analysis framework in Gilbert and Terrell,we analyze the policy development situation on children’s education of migrant workers in China.General situation of development of children’s education of migrant workers mainly includes distribution basis evolution,i.e.gradually promoting universal compulsory education;distribution content evolution,i.e.continuously deepening entity distribution,and enlarging cash distribution and cash coupon distribution;strategy evolution,i.e.strengthening the national leadership;financing evolution,i.e.continuously enlarging the national appropriation.The policy development situation on children’s education of migrant workers is moving towards education equity direction.However,there are some disadvantages in the policy.It is suggested to comprehensively promote the high quality and balance development of compulsory education,to deepen college entrance examination system reform,and to coordinate the western and eastern economic balanced development.
