摘 要:学生能否拥有更加公平、更有质量的课程学习机会,是影响核心素养高质量落地的关键所在。从学习机会的视角来看,核心素养在目标课程、实施课程、习得课程中传递的一致性决定了课程教学对培育学生核心素养所发挥的效能。在当前核心素养落地过程中,教材内容、教师准备、课程评价等课程要素尚存在一定的困境,影响了核心素养在各级课程中落实的一致性。为充分保障核心素养高质量落地过程中的学习机会,新课程改革应构建适于核心素养发展的教材内容体系,重视教师对核心素养的传递作用,强化学业质量标准对课程评价的可操作性指导。Whether each student has a more fair and qualified opportunity to learn is the key factor to achieve the high-quality implementation of key competencies.From the perspective of opportunities to learn,the consistency of core literacy transmission in target curriculum,implementation curriculum and acquisition curriculum determines the effectiveness of curriculum teaching in cultivating students’key competencies.However,there are still some difficulties in the process of implementing key competencies,such as the content of teaching materials,teacher preparation,and curriculum evaluation,which affect the consistency of key competencies implementation in all levels of curriculum.To fully guarantee the opportunities to learn in the process of high-quality implementation of key competencies,the new curriculum reform should build a textbook content system suitable for the development of key competencies,attach importance to the role of teachers in the transmission of key competencies,and strengthen the operational guidance of academic quality standards on curriculum evaluation.
