摘 要:作为高等教育领域中的新动向,学术创业应该纳入高校的整体规划,以“学术创业”之名统合诸如企业创办、技术转让、商业咨询、校外培训等多样化的学术创业活动,使得学术创业校本政策兼具稳定性、发展性与统合性。大学教师学术创业的校本政策在顶层设计上,需要坚持鼓励与规范并重并行的基本立场、人才培养与成果转化的双元目标、基于“发明人主义”的利益驱动的价值向度,三个方面相互支撑,合而为一,奠定学术创业校本政策的基本架构。推进大学教师学术创业政策的校本实践,我国要从分类管理、搭建平台、破除“五唯”三大策略出发,落实政策设计中的三大价值向度。As a new trend in the field of higher education,academic entrepreneurship should be incorporated into the total planning of the university.In the name of"academic entrepreneurship",it integrates diversified academic entrepreneurial activities such as enterprise establishment,technology transfer,business consulting and off-campus training,making the school-based academic entrepreneurship policy stable,developmental and integrated.In the top-level design,the school-based policy of university teachers′academic entrepreneurship should adopt the basic position of"encouragement and standardization",the double goals of"talent-training and achievement-transforming"and the motivation model based on inventor interests.The three aspects support each other and become a whole one,which frames school-based academic entrepreneurship policy text.To promote the school-based practice of university teachers′academic entrepreneurship policy,we should start from the three measures of classified management,building a platform and breaking the improper evaluation mechanism,and implement the three value dimensions of the policy design.
