论新时代高校党支部书记核心能力培育

摘　　要：党支部在高校党建工作中具有源头性、基础性、战略性作用。党支部书记核心能力培育是落实党的全面领导、落实立德树人根本任务、加强党的干部队伍建设的应有之义。建议高校从组织保障、发展质量、精神面貌、工作基础4个维度,着力提升以“政治领导力、担当执行力、学习创新力、组织动员力”为主要内容的党支部书记核心能力;同时把好入口关、素质关、履职关、待遇关,建立健全选配任用机制、教育培训机制、考核评价机制、激励保障机制,为履行好支部党建职责、提升基层党建质量提供有力支撑。The Party branch in colleges and universities plays a sourced,fundamental and strategic role in the party branches development.Core competence cultivation of the Party branch secretary is one of core elements of implementing the Party's overall leadership and the Party strengthening moral education,and cultivating people and the cadre team.This article suggests that colleges and universities should focus on improving core competence of Party branch secretaries based on four dimensions:organizational guarantee,quality development,spiritual outlook and work foundation,focusing on"political leadership,responsibility and execution,learning and innovation,and organizational appeal",and at the same time,maintaining strict standards on recruitment,personal quality,performance and treatment,and establishing and improving mechanisms for selection and appointment,education and training,assessment and evaluation,incentive and guarantee to provide strong support for the Party branches while they fulfill their building responsibilities and improving quality of the Party building.
