摘 要:社会参与教育治理是实现教育善治的重要保证,其实质是将社会权力引入教育领域的权力场域中,构建基于政府权力、学校自主权、市场权力和社会权力的四维空间的教育治理权力新秩序。从政策视角出发,我国的社会参与教育治理经历了从缺位、有位到定位的变迁历程,凸显了教育利益相关者的多重权力博弈。由于教育治理中权力失衡,社会参与正面临着社会主体参与协同性薄弱、社会参与制度保障缺失、社会参与机制循环闭塞等现实困境。为了实现教育治理现代化并最终实现教育善治,未来我国社会参与教育治理各权力主体应走向合作博弈,建立社会力量参与决策制度和中介组织参与制度,确立社会主体法律地位、完善社会监督和教育问责机制。Social participation in educational governance is an important way to achieve good gov‐ernance in education.Its essence is to introduce social power into the power field of education and construct a new order of educational governance power based on the four-dimensional space of gov‐ernment power,school autonomy,market power and social power.From the perspective of policy,Chi‐na’s social participation in education governance has experienced a transition from vacancy to posi‐tioning and to navigation,highlighting the multiple power game of educational stakeholders.Due to the imbalance of power in educational governance,social participation is faced with some practical diffi‐culties,such as weak coordination of social subject participation,lack of social participation system guarantee,and obstacles of social participation mechanism.In order to realize the modernization of ed‐ucation governance and achieve ultimately good governance of education,the main power bodies of so‐cial participation in education governance in the future should move towards cooperative game,estab‐lish the system of participation of social forces in decision-making and the system of participation of intermediary organizations,establish the legal status of social subjects,and improve the mechanism of social supervision and educational accountability.
