摘 要:义务教育贫困生资助是教育脱贫攻坚首要任务“义务教育有保障”的兜底工程。针对当前义务教育贫困生资助主体、资助形式单一、资助比例过小、不能满足学生需求等问题,遵循习近平总书记“精准扶贫”思想,试图建立基于贫困学生需求的义务教育资助政策体系,实现从单一经济保障型向全面促进发展型教育扶贫政策设计的转型。该体系由需求调研机制、资助政策体系、资助运行机制和评估监督机制四个子系统构成。其中,资助运行机制包括:精准识别资助对象、大力开发资助项目、科学规范资助程序、合理选择资助形式、融合实施资助育人、评估完善资助政策。Compulsory education subsidy for poor students is the bottom line of primary task of education for poverty alleviation.Aiming at problems of the current single compulsory education funding subject,funding form,too small funding ratio,and inability to meet the needs of students,we follow General Secretary Xi’s"precise poverty alleviation"idea and try to establish a compulsory education funding policy system based on the needs of poor students.The transformation from a single economic guarantee type to a comprehensive development-oriented education poverty alleviation policy design can be realized.The system is composed of four sub-systems:demand investigation mechanism,funding policy system,funding operation mechanism,and evaluation and supervision mechanism.Among them,the funding operation mechanism includes:accurately identifying funding targets,vigorously developing funding projects,scientifically standardizing funding procedures,rationally choosing funding forms,implementing integrated funding for education,and evaluating and improving funding policies.
