摘  要:通过梳理美、英、澳三国托幼服务第三方评估机构的建立和工作实施标准,运用可视化图谱分析三国相关第三方评估机构的质量评估指标体系,了解三国的第三方评估机构对托幼机构进行质量监督和评估的过程和促进托幼机构服务质量提升的方式。我国可借鉴三国托幼机构第三方评估的经验,健全完善的法律法规体系、保证独立自治的机构运行机制、严格选拔评估人员、保持严谨公正的评估程序、设立科学权威的评估标准等。政府部门应完善扶持政策,突出政府监管角色;建立高质量、具体可操作的质量评估标准和认证体系;加强评估机构组织建设和人才队伍建设,确保托幼机构评估工作的专业性和公正性。By analyzing the establishment and standards of the third-party evaluation agencies in the United States,the United Kingdom and Australia,and visualizing the quality evaluation index system,foreign experience can be learned on the process of quality supervision and evaluation conducted by the third-party assessment agencies in the three countries and the ways of promoting the service quality of the childcare institutions.China can learn from the experience of the relevant third-party evaluation agencies of the three countries,and improve the legal and regulatory system to ensure the operation mechanism of independent and autonomous institutions to strictly select evaluation personnel,maintain rigorous and fair evaluation procedures and set up scientific and authoritative evaluation standards.Government departments should improve supporting policies,highlight the role of government supervision,set up quality evaluation standard and certification system with high quality and specific operation,and strengthen the organizational construction of evaluation agencies and the construction of talent teams to ensure the professionalism and impartiality of the evaluation work of childcare institutions.
