高职院校1+X证书制度试点工作的误区解析

摘　　要：2019年2月13日,国务院正式印发《国家职业教育改革实施方案》(以下简称方案)。在《方案》中明确提出:要深化复合型技术技能人才培养培训模式改革,启动"学历证书+职业技能等级证书(即1+X证书)制度试点工作,鼓励职业院校学生在获得学历证书的同时,积极取得多类职业技能等级证书,拓展就业创业本领"。这是继职业教育工作过程导向以及现代学徒制等一系列教育形式后对于职业教育内涵建设和教育形式的又一重大变革,对于提升职业教育质量和影响力有着十分重要的意义。但与此同时,也要认识到1+X证书制度试点工作正处于起步阶段,有关1+X证书制度的工作思路、需求以及前期工作部署、中期试行阶段和后期成果应用等方面容易存在误区,为此,高职教育1+X证书制度试点工作要对以上这些内容进行细致分析。On February 13,2019,the State Council officially issued the National Vocational Education Reform Implementation Plan(hereinafter referred to as the program).In the program,it is clearly stated:We should deepen the reform of the training mode for compound technical talents,start the pilot work of the"diploma+vocational skill level certificate(i.e.1+X certificate)system,and encourage vocational college students to actively obtain various types of vocational skill level certificates while obtaining the diploma,so as to expand their employment and entrepreneurial skills".This is another major change in the connotation construction and educational form of vocational education following the guidance of the work process of vocational education and a series of educational forms such as modern apprenticeship system.It is of great significance for improving the quality and influence of vocational education.However,at the same time,it is also necessary to realize that the pilot work of the 1+X certificate system is in the initial stage,and there are easy misunderstandings in the working ideas,requirements,pre-work deployment,mid-term pilot phase and application of the results in the later stage of the 1+X certificate system.Therefore,the pilot work of the 1+X certificate system in higher vocational education should make a detailed analysis of the above contents.
