摘　　要：国家启动1+X证书制度试点,旨在将1+X作为一个整体来构建全新的现代职业教育制度体系,并以制度创新来提升职业教育复合型技术技能人才的培养质量。针对试点制度新、书证逻辑关系密、试点参与主体多、试点涉及领域广、试点所遇问题杂等现状,以厘清书证“三相”逻辑关系为起点,在准确把握1+X证书制度内涵的基础上,系统梳理三方关键主体的推进动态,明晰当前试点存在的“四性”典型问题并精准施策,确保1+X证书制度试点“有章有法、有力有序、有方有成”的推进,切实发挥人才培养和人才评价的创新作用。The State launched the 1+X diploma and certificate system experiment,which aims to use 1+X as a whole to build a new modern vocational education system,and to use system innovation to improve the quality of vocational education for complex technical talents.Aiming at the status that are the new experiment system,the close logical relationship between the diploma and certificate,the large number of participants in the experiment,the wide scope of the experiment involved,and the complicated problems encountered in the experiment,to start from clarifying systematically the“three-logical-relationship”,on the basis of accurately grasping the connotation of the 1+X diploma and certificate system,we shall systematically identify the three subjects’promoting situation,set forth the“fournature”typical problems in the current experiment,and accurately implement policies to ensure the 1+X diploma and certificate system experiment to be“lawful,orderly,tactical and effective”,and practically exert its innovative role in talent training and talent evaluation.
