“双高”语境下高水平高职院校治理能力提升路径研究

摘　　要：大学治理现代化是国家治理现代化在高等教育领域的应然表征。高职院校治理的本质可解读为各利益主体为实现院校发展目标,以多元共治为理念指导,协作设计相应的制度体系,协商参与大学重大事务决策,协同科学配置及提高资源利用效率,协力推进各项事业发展。在“双高”语境下,高水平高职院校建设任务中的治理内涵主要凸显了院校治理中“依法、协同、专业、民主、基层”等特征。因而,高水平高职院校治理能力提升须以大学善治为理念做好治理现代化的价值引领,以体系完善为突破做好治理结构现代化的制度支撑,以效能提升为参照做好治理能力现代化的动力升级。The modernization of university governance is the natural representation of the modernization of national governance in the field of higher education.The essence of governance in higher vocational colleges can be interpreted as in order to achieve the development goals of colleges and universities,the stakeholders should design corresponding institutional system with the guidance of multiple cogovernance,negotiate and participate in the decision-making of major affairs of universities,coordinate the scientific allocation and improve the efficiency of resource utilization,and jointly promote various aspects of college development.In the context of“double-high plan”,the connotation of governance in the construction task of high-level higher vocational colleges mainly highlights the characteristics of“legal,collaborative,professional,democratic,grass-roots”in the governance of colleges.Therefore,the way to improve the governance ability of high-level higher vocational colleges should be guided by the value of the modernization of governance based on the concept of good governance of universities,and the institutional support of the modernization of governance structure with the improvement of the system as a breakthrough,and taking efficiency promotion as a reference to do a good job in the dynamic upgrading of the modernization of governance ability.
