民族地区语言扶贫的经济理论基础和实证分析

摘　　要：在贫困的民族地区实施以通用语言教育培训为主要内容的语言扶贫是有理论基础的:基本的语言能力是最通用的人力资本;虽然民族语言能力也是有特色的人力资本,但是其对民族地区的发展具有"天花板效应";通用语言是更具价值的人力资本,其学习和使用有很大的、正的外部性,是更优质的信息载体和传播工具。要认识通用语言扶贫的迫切性、精准性和根本性,处理好几个重要关系。实证分析也证实了:在贫困的民族地区推广普及普通话,明显地促进了劳动者就业数量、质量及收入水平的提高,有利于脱贫致富。The theoretical basis for the implementation of language poverty alleviation mainly based on universal language education and training in poverty-stricken ethnic areas can be illustrated as follows.Language ability is the most universal human capital.Although ethnic language ability is also a characteristic human capital,it has"ceiling effect"on the development of ethnic areas.Common language is a more valuable human capital,and its learning and use have great and positive externalities.It is a better information carrier and transmission tool.In order to understand the urgency,precision and root of poverty alleviation through common language,we must deal with several important relations.The empirical analysis has proved that the popularization of Putonghua in poverty-stricken ethnic areas has obviously promoted the quantity,quality and income level of employment,which is conducive to poverty alleviation.
