摘 要:在加快推进国内油气勘探开发的新形势下,对勘探与生产工程监督提出更高要求。而目前工程监督存在人员数量不足、有效来源匮乏、队伍结构和能力不适应、工作模式效果不佳等一系列问题。从工程监督人力资源结构和工作组织形态两个维度开展研究,提出了推进工程监督梯队建设、团队模式高质量发展的思路和建议。梯队建设论述了梯队结构、成长路径、培养方式、传承制度和保障机制5个方面;团队模式分析了工程监督团队必要性、组建方式、管理手段3个方面。研究结果对全面提高整体人力资源利用率、提高工作质量和工作效率具有重要借鉴价值。Under the new situation of accelerating domestic oil and gas exploration and development,higher requirements are put forward for exploration and production engineering supervision.At present,there are a series of problems in engineering supervision,such as the shortage of personnel,the shortage of effective sources of personnel,the maladjustment of team structure and ability,and the poor effect of work mode.From the two aspects of human resource structure and engineering supervision organization mode,this paper puts forward the ideas to promote the high-quality development of engineering supervision echelon construction and team mode and some suggestions.This paper discusses the echelon construction from five aspects of echelon structure,growth path,training mode,inheritance system and guarantee mechanism;and analyzes the team mode from three aspects of the necessity,organization mode and management means of engineering supervision team.The research results in this paper have important reference value to improve the utilization rate of human resources,work quality and work efficiency.
