摘 要:在建设现代学校治理体系、推动学校内涵与特色发展的政策背景下,文化立校、文化育人成为学校发展与变革的重要价值取向。校长重构文化体系以促进学校的内涵发展,是对国家宏观政策在学校的具体落实。地方政策的要求、学校文化理念的落地、校长对学校文化重要性的认知是学校文化建设这一象征性政策得以执行的推动力量。引入专业力量、通过专家引领的项目团队合作研究、采取科学的行动策略来引领文化实践的系统变革,这些举措使得学校文化相关政策在案例学校被有效执行。从对案例学校的分析可以归纳出象征性政策在微观层面得以有效执行的若干经验,主要包括:校长对政策内涵与实施路径的清晰把握、具有坚定的价值观念以及能够机智地化解政策执行中的困境。Against the background of the macro-strategy of strengthening the country’s by culture and education,building up schools through cultural development has become the mainstream value orientation of school development and reform.The principal’s reconstruction of cultural system in schools to promote the connotative development of schools is the concrete implementation of the national macro-policy in schools.The requirements of local policies,the urgency of school culture concepts and the principals’recognition of the importance of school culture are the driving forces for implementing the symbolic policy of school culture construction.The introduction of professional staff,research via project team cooperation led by experts,and the adoption of scientific action strategies to lead the systematic change of cultural practices,these measures combine to make the school cultural policy effectively implemented in case schools.From the analysis of case schools,we can conclude that symbolic policies can be effectively implemented at the micro level,including a clear grasp of policy connotation and implementation path by principals,steadfast and firm value orientation,and resourceful resolution of difficulties in policy implementation.
