“放管服”背景下的高校采购信息化建设实践与探索

摘　　要：在国家和上级主管部门"放管服"背景下,高校通过信息化建设助力政府采购工作实现简政放权、放管结合、优化服务的目标。针对当前部分高校信息化建设思路相对滞后,信息化制度不完善,信息化建设发展不均衡,政府采购行政人员信息化素养缺乏等现状,结合南京大学的招标采购信息化建设实践,提出通过优化管理模式、坚持"放管结合"、加强内控体系建设、建立招标采购系统等多种方式,使采购管理工作更好地为高校建设和发展服务。Under the background of“delegation,management and services”that the central government and superior authorities require,most universities achieve the goal of streamlining administration,delegating more powers to lowerlevel governments and society,improving regulation and optimizing services by informationization construction.In the view of backward thinking,imperfect system,uneven development,deficiency qualities of administrative staff on informationization construction,taking Nanjing University’s informationization practice as a example,this paper proposes some suggestions on raising government procurement efficiency from optimizing management mode,improving regulation,system construction,etc.to ensure that the government procurement work can preferably serve the construction and development of universities.
