摘 要:一流学科作为我国高校学科建设历程中一项重要的制度变迁,是多种制度逻辑综合作用的结果,并进一步诱导着新制度规约的构建。一流学科的制度逻辑以宏观制度逻辑与微观制度逻辑为引线,综合作用并催生制度变迁。依据诺斯的制度规约理论框架,正式规约、非正式规约及其约束实施特征共同组成一个完整且具备内在一致性的制度系统。结合目前一流学科建设方案及落实情况,文章从动态调整机制、省级统筹作用、创新学科发展三个层面分析一流学科建设的显性规约;从包容性学科文化价值理念、利益相关者各司其职的行为规范、破除重点学科建设“一劳永逸”的思想禁锢三个层面分析其隐性规约;从组建学科建设小组、开展经验分享交流及完善评价机制三个方面分析其实施特征。As an important institutional change in the course of discipline construction in our country,first-class disciplines are the result of the combination of various institutional logics,and further induce the construction of new institutional statutes.The institutional logic of the first-class disciplines is based on both the macro-institutional logic and the micro-institutional logic which promote institutional changes.According to North's institutional framework of connotation,formal statutes,informal statutes and their constrained implementation characteristics form a complete and inherently consistent institutional system.Based on the current first-class discipline construction plan and implementation situation,this paper analyzes the explicit stipulations of first-class discipline construction from such three levels as dynamic adjustment mechanism,provincial-level coordination function and innovation discipline development.Secondly,this paper analyzes its implicit stipulations also from three levels,including the inclusive discipline culture,the behavioral norms of the stakeholders,and the breaking of the idea of"one-size-fits-all"in the construction of key disciplines.In addition,it also analyzes its implementation characteristics,and proposes to set up discipline construction teams,carry out experience sharing and improve evaluation mechanism.
