摘 要:新时代习近平中国特色社会主义教育思想最大的特色在于其高度的人民性,人民性思想将公共服务理念提升到一个全新的高度。因应大众“教育焦虑”,将教育优先发展战略纳入到宏观的顶层制度安排设计及地方教育供给侧改革实践视野中,以公共服务的视角重新审视“城市-教育”双重扩张带来的一个微观却带有全局价值意义的小学教师生存发展命题,恰是人民性思想的必然要求。由此,在当下教育供求的结构性问题与深层次矛盾依然存在的大背景下,政府及其各小学行政部门从管制为中心转向服务为中心,建构去行政化的服务型小学,推进教师命运共同体建设及回归教师本位,是应有之义。In the new era,The biggest feature of Xi Jin-ping’s China-characteristic socialist education thought is its highly popularism.The popularism thought has promoted the concept of public service to a new height.In response to the public’s“education anxiety”,it is the inevitable requirement of the popularism thought to contain the education priority development strategy into the vision of the macro top-level system design and the practical of local education supply reform,and Rethink the proposition of primary school teachers’survival and development brought by the dual expansion of“City-Education”from the perspective of public service.Therefore,under the background that the structural problems and deep-seated contradictions between the supply and demand of education still exist,it is necessary for the government and primary school administrative departments to shift from regulation-oriented to service-oriented,to construct a service-oriented primary school,to promote the construction of teachers’community of common destiny and return to teacher oriented.
