日本公民馆的功能分析及启示——以长崎市公民馆为例

摘　　要：公民馆是日本的一种社会教育机构,在不同的历史时期承担了不同的职能。目前,日本由接近9万个公民馆及类似机构组成了巨大的社会教育网络,在推动国民终身学习、推进地方振兴等方面发挥着重要作用。公民馆所具备的社区教育职能、促进当地文化发展职能、社区治理职能和整合社会资源的职能均对我国社区教育的发展具有一定借鉴意义。我国应当加强对社区教育的财政投入,重视社区居民的主体参与,加强志愿者团队建设,大力扶持社会组织。A community center is one of Japanese social educational systems and it has played different roles in history.90 thousand community centers and related agencies in Japan have formed a huge social educational network and have played an important part to promote life-long learning of Japanese citizens and local revitalization.Community center has different roles such as community education,promotion of local cultural development,community governance and integration of social resources,these functions are of great significance to the development of community education in China.The paper suggests that there is room to be improved in term of financial input,participation,social organizations and volunteer teams.
