摘　　要：生物科学高新技术的快速发展使医学伦理工作面临新的挑战,给伦理审查、成员能力、伦理体系建设等提出了新要求。只有坚持“科技创新、伦理先行”的原则,将科学的“求真”与伦理的“求善”相统一,才能保障人类的健康与文明,推动社会的发展与进步。科技伦理是科技活动必须遵守的价值准则,面对新挑战,需要抓紧完善相关制度规范,将伦理规约制度化到技术和管理细节中。积极促进伦理管理改革,发挥伦理管理的提前预判功能,规范各类科学研究活动,共同推动伦理治理。同时,加强标准化建设、资源整合、多中心伦理互认、区域化伦理审查、审查分工合作等伦理管理工作,积极创新伦理审查形式,在伦理审查的实践层面作出更多有益的探索,促进伦理事业的良性发展。The rapid development of high and new technologies in biological science has brought new challenges to medical ethics and put forward new requirements for ethical review,member capacity and ethical system construction.Only by adhering to the principle of“scientific and technological innovation,ethics first”and uniting the scientific“seeking truth”with the ethical“seeking goodness”,can human health and civilization be guaranteed and social development and progress be promoted.Ethics of science and technology are the value criterion that must be observed in science and technology activities.In the face of new challenges,it is necessary to improve relevant systems and norms,institutionalize ethical codes into technical and managerial details.Actively promote ethical management reform,give play to the predictive function of ethical management,regulate various scientific research activities,and jointly promote ethical governance.Meanwhile,ethical management in areas such as standardization,resource integration,multi-center ethical mutual recognition,regional ethical review,division of labor and cooperation should be strengthened,and forms of ethical review should be actively innovated.And more beneficial exploration should be made on the practical level of ethical review,to promote the sound development of ethical undertakings.
