摘 要:质量是职业教育的生命线,新发展格局下,国家制定了职业教育质量政策以推动职业教育高质量发展。比较分析职业教育质量政策中优选的“怎样的教育质量”内容发现,职业教育质量内涵十分丰富,职业教育质量管理主体的多元化、内容的拓展性决定了质量管理观念的转变。从单要素发展观转换为大质量观,以公平有质量的政策目标为导向,围绕“提质培优”“增值赋能”这条主线,在注重抓根本质量、整体质量、就业质量和质量标准过程中,正确认识并处理数量与质量、公平与效益、守旧与创新的矛盾和困惑问题。通过预防与检验、控制结合,“提质”“培优”相互促进,推动职业教育高质量发展。The quality is the lifeline of vocational education.Under the new development pattern,the state promotes the high-quality development of vocational education through vocational education quality policies.By comparing and analyzing the optimal content of“what kind of education quality”in the vocational education quality policy,it is found that the content of vocational education quality is very rich,the diversification of vocational education quality management subjects and the expansion of content determine the change of vocational education quality management concept.That means to transform from a single-element development view to a great quality view,guided by fair and quality policy goals,and centered on the main line of“improving the quality”and“increasing the value”,in the process of focusing on basic quality,overall quality,employment quality and quality standards,correctly understand and deal with the contradictions and confusions between quantity and quality,fairness and efficiency,conservation and innovation.Besides,it is necessary to combine prevention with inspection and control,mutually promote“improving quality”and“cultivating excellence”,and promote the high-quality development of vocational education.
