On the Professional Construction of the Thirdparty Education Evaluation Institutes from the Perspective of Responsibility

摘  要:《深化新时代教育评价改革总体方案》明确要求教育评价要加强专业化建设,为我国教育评估机构尤其是第三方评估机构的专业化发展提出了新的要求。文章从我国教育评价发展历程入手,分析了我国第三方教育评估机构的成长过程,认为第三方教育评估机构在开展教育评估活动的同时,应承担相应的社会责任和职业责任。文章指出教育评估专业化的过程,就是教育评估机构自觉履行社会责任和职业责任的过程,并据此提出教育评估专业化建设的责任内涵与实现路径。The General Plan for Deepening the Reform of Education Evaluation in the New Era clearly requests that the professional construction should be strengthened,which proposes new requirements for the professional development of education evaluation institutes,especially,the thirdparty evaluation institutes.Through analyzing the development process of the third-party education evaluation institutes in China,this paper holds the view that the third-party education evaluation institutes should bear the social responsibility and professional liability while carrying out the education evaluation activities.Therefore,it points out that the process of the professionalization of educational evaluation is the process of fulfilling the social responsibility and professional liability by education evaluation institutes consciously,and puts forward the responsibility connotation and realization path of the construction of education evaluation professionalization.
