摘　　要：[目的/意义]目前,国内反恐情报主要集中在立法、执法及合作机制等领域,对国际反恐融资情报领域研究则较为薄弱。[方法/过程]阐述了国际反恐融资情报体系的形成及特征,论述了组织系统“情报决议—情报政策—情报合作—情报执行”和管理系统目标导向、一体化运行、监测领域、第三方组织、反恐融资制裁等内容,并分析了运行支持系统。[结果/结论]国际反恐融资情报体系发展对于我国反恐融资情报体系建设具有重要启示:系统推进我国反恐融资情报体系顶层设计建设,深化我国反恐融资情报体系信息资源共享机制建设,大力推动我国反恐融资情报体系多中心协同治理机制建设。[Purpose/Significance]At present,domestic counter-terrorism intelligence mainly focuses on legislation,law enforcement and cooperation mechanisms,while research on international counter-terrorism financing intelligence is relatively weak.[Method/Process]This paper puts forward the formation and characteristics of the international anti-terrorism financing information system.It discusses the contents of"intelligence resolution-intelligence policy-intelligence cooperation-intelligence implementation"of the organizational system and the management system,including target orientation,integrated operation,monitoring field,third-party organization,and anti-terrorism financing sanctions.The operation support system is also analyzed.[Result/Conclusion]An in-depth study of the development of the international anti-terrorism financing information system is of great reference value for promoting the theoretical and practical work of China's anti-terrorism financing.
