我国终身教育体系构建政策的成就、问题与建议——基于《国家中长期教育改革和发展规划纲要(2010—2020年)》实施十年的思考

摘　　要：《国家中长期教育改革和发展规划纲要(2010—2020年)》是对我国教育发展具有重要引领作用的政策文件,通过对其颁布十年以来关于终身教育体系构建的政策梳理,发现我国终身教育体系在政策推进上取得了瞩目成就,但同时也存在构建终身教育体系的专项政策和法律缺失、构建终身教育体系政策的制定出现断层、“终身教育体系”与“国民教育体系”并存的问题。基于此,提出建议:加速推动终身教育立法、加强构建我国终身教育体系政策的顶层设计与底层跟进、加快构建终身教育体系。The Outline of the National Medium and Long-te rm Plan for Education Reform and Development(2010—2020)is a policy document that plays an important leading role in China s education deve lopment.Through sorting out the policies on the construction of lifelong educat ion system since the promulgation of the Outline,it is found that China s life long education system has made remarkable achievements with policy promotion.Bu t at the same time,there are also some problems,such as the absence of special policies and laws for the construction of lifelong education system,the discon tinuity in the formulation of policies,and the coexistence of“lifelong educat ion system”and“national education system”.Based on this,some suggestions are put forward,such as accelerating the legislation of lifelong education,str engthening the top design and bottom follow-up of the policy,and accelerating the construction of the lifelong education system.
