摘  要:"十三五"期间,我国教育对外开放事业取得巨大成就,推动了教育综合改革和教育现代化目标的实现。面对地缘政治引起的人员流动跨境限制、国际优质教育资源竞争加剧和跨境教育产业"国家主导"模式盛行等外部生态环境的巨变,我国教育对外开放领域明显呈现出一些不适应的情况,亟须从制度保障、布局调整和开放模式创新多个方面"提质增效"。Great achievements have been made in the developing of China’s education opening during the 13 th five-year plan period,which promotes the comprehensive reform of education and realizing the goal of educational modernization.In the face of the great changes in the external ecological environment,such as cross-border restrictions caused by geopolitics,international education resources’great competition and the prevailing of cross-border education industry’s"state led"development model,etc.,there are some facts of the current education opening that not adapt to the situation obviously.It should improve the system guarantee,layout adjustment and open mode innovation to improve the quality and efficiency of Chinese education opening.
