摘  要:新时代为中国特殊教育治理的现代化发展指明了方向。中国特殊教育治理现代化作为教育治理的重要组成部分,需要从概念与基本理论框架上辨析与其他教育治理的区别与联系。具体说来,特殊教育治理的特殊性主要体现在倾斜等于平等、内需等于自立、融入等于互融、特护等于共享。因此,需要在新时代背景下重新诠释特殊教育治理现代化概念及理论维度,在此基础上构建符合我国国情的新时代中国特殊教育治理现代化体系,坚持目标导向并完善系统化体系从而推进教育的融合和教育方式的转型。The new era has pointed out the direction for the modernization development of China's special education governance.The modernization of China's special education governance,as an important part of education administration management,needs analyzing relations with other education governance from the concept and basic theoretical framework.Specifically,the particularity of special education governance mainly reflects in such aspects that the tilt equals to the equality,inner demand equals to self-reliance,integration equals to inter-integration,special care equals to shared care.Therefore,it is necessary to reinterpret the concept and theoretical dimension of the modernization of special education governance under the background of the new era,and on this basis,to build a modernization system of China's special education governance in the new era in line with China's situations,and to adhere to the goal-oriented and improved the systematic system,so as to promote the integration of education and the transformation of education modes.
