澳德英职业教育立法对我国的启示

摘  要:澳大利亚、德国、英国职业教育发展水平之所以能够在世界上处于领先地位,除了得益于其先进的职业教育体系以外,还与其与时俱进、不断革新的职业教育政策、法律的权威性、科学性、可行性等保障性措施紧密相关。我们需要认真研究这些国家职业教育的立法嬗变和特征,正视我国职业教育立法相对滞后、法律强力不足、体系不够健全等问题。在职业教育立法过程中,尽快修订职业教育相关法律法规,逐步建立健全职业教育法律体系,以立法方式发挥政府对职业教育发展的独特推动作用,以服务于我国职业教育的快速高效发展。The development level of vocational education in Australia,Germany and Britain is in the leading position in the world not only because of the advanced vocational education system,but also because of the developing and constantly innovative vocational education policies,the authority,scientificity and feasibility of law and other safeguarding measures.It is necessary for us to study the legislative evolution and characteristics of vocational education in these countries,and face up to the problems,including the relative lagging in the legislation of vocational education in China,the lack of legal force and the unsound system.In the process of legislation on vocational education,we shall revise the relevant laws and regulations of vocational education as soon as possible,gradually establish and improve the legal system of vocational education,and play a unique role of the government in promoting the development of vocational education through legislation,so as to serve the rapid and efficient development of vocational education in China.
