摘 要:乡村振兴战略下,受历史与现实、主观与客观因素影响,县域职业教育未能发挥题中应有之义。为此,必须综合考虑内部与外部要素,才能促进县域职业教育发展。针对县域职业教育发展内部,提出创新教师工作机制,通过"自下而上"的方式,加速县域职业院校改革;围绕"专业建设—师资队伍—学生培养",促进经济可持续发展。针对县域职业教育发展外部,提出在经济层面,设计国家、区域跨组织、学校等三个层面制度体系,保障外部经费投入;在制度层面,"引进来"与"走出去"相结合,吸引人才振兴乡村,同时优先发展关键要素,共享优质教育资源,促进县域职业院校科学决策;在观念层面,重塑多元主体职教价值认同理念,构建职业教育发展权责对等体系。Under the rural revitalization strategy,affected by history and reality,subjective and objective factors,county vocational education has failed to play its due meaning.For this reason,internal and external factors must be considered comprehensively to promote the development of county vocational education.Aiming at the internal development of county vocational education,this paper proposes innovating the working mechanism of teachers,and accelerate the reform of county vocational schools through a“bottom-up”approach and focusing on“professional construction,teacher team,and student training”to promote sustainable economic development.Aiming at the external development of county vocational education,it proposes reforms at three levels.At the economic level,a three-level system should be designed:at national level,regional inter-organization level,and school level to ensure external funding;At the system level,“bringing-in”and“going-out”should be combined to attract talents to revitalize rural areas,while giving priority to the development of key elements,sharing high-quality educational resources,and promoting scientific decision-making in county-level vocational schools;At the conceptual level,the value recognition concept of multiple subject vocational education should be reshaped and a system of equal rights and responsibilities for vocational education development should be built.
