高校精准推进定点扶贫的实践理路——以南京农业大学为例

摘　　要：高校是定点扶贫工作中的一支重要力量,教育部通过压实帮扶责任、发挥高校特色、构建长效机制等,促进形成了扶贫开发的“高校模式”。南京农业大学作为定点扶贫高校之一,在帮扶贵州省麻江县的实践中立足学校和帮扶地区特点,打造了以产业扶贫为核心的多元帮扶模式,形成了下好“一盘棋”,汇聚扶贫合力;牵好“牛鼻子”,把握产业核心;打好“组合拳”,促进全面发展;建好“根据地”,构建长效机制的可鉴经验,有效推动了当地经济社会发展。这一生动实践,启示高校新时期推进乡村振兴要实施动态监测,深化防止返贫工作;强化科技赋能,全面促进产业升级;发挥教育优势,持续激发内生动力;构建长效机制,推进衔接乡村振兴。Colleges and universities are an important force in the national effort of fixed-point poverty alleviation.The Ministry of Education has promoted the"college model"of poverty alleviation by effectively implementing the responsibility of aid,giving full play to the advantages of colleges and universities in the effort,and building a long-term mechanism for the endeavor.In the practice of helping Majiang County,Guizhou Province,Nanjing Agricultural University,one of designated universities for the one-to-one poverty alleviation,took the advantages of the university and the target area of its alleviation effort,and created a diversified helping model centered on industrial poverty alleviation,which was characterized by taking consideration of all the elements and pooling the joint efforts of poverty alleviation,and grasping the core link of the industry in order to promote all-round development.The establishment of"base areas"and the establishment of long-term mechanisms have effectively promoted local economic and social development.This effective practice suggests that colleges and universities should carry out a dynamic monitoring on the effects of the alleviation and pay attention to preventing poverty return.Attention should also paid to strengthening science and technology to promote industrial upgrading in an all-round way.With their educational advantages,universities should continue to develop its potential and set up long-term mechanisms for rural revitalization.
