摘　　要：目的了解我国对非法捕捞渔业的管理现状,对出口水产品贸易中可能存在的技术贸易壁垒进行分析并提出应对方案,以指导水产品顺利出口,落实国家稳外贸政策。方法对欧盟、美国等国家针对非法捕捞(illegal fishing)、未报告捕捞(unreported fishing)和未管制捕捞(unregulated fishing)行为采取的管理措施,以及对进入其市场的水产品在IUU捕捞环节的特别要求进行研究,指出我国在现有渔业管理模式下存在的短板,在出口水产品方面可能会遇到的问题,并提出应对措施。结果我国的渔业法规制度虽经多次修订,但仍存在一定的滞后性,一些国际公约无法完全执行,出口水产品会遇到门槛提高、成本增加的情况。结论我国针对水产品IUU捕捞,应尽快完善我国渔业监管体系,推进国际互认,加强国际合作,应对技术贸易壁垒。Objective To understand the management of illegal fishing fisheries in China,analyze the possible technical barriers to trade in export aquatic products and propose the solutions,so as to guide the export of aquatic products smoothly and implement the national policy of stabilizing foreign trade.Methods The management measures taken by the European Union,the United States and other countries against illegal fishing,unreported and unregulated fishing and the special requirements for the IUU fishing of aquatic products entering their markets were studied.The problems that might be encountered in the export of aquatic products in China’s current fishery management model were pointed out and the countermeasures were proposed.Results Although China’s fishery laws and regulations had been revised many times,there was still a certain lag,some international conventions could not be fully implemented,and the export of aquatic products would encounter the situation of higher threshold and higher cost.Conclusion For IUU fishing of aquatic products,China should improve its fishery regulatory system,promote international mutual recognition,strengthen international cooperation and deal with technical barriers to trade as soon as possible.
