摘 要:公平与效率是考量教育政策科学合理性的重要依据。采用价值评判与经验证据相结合的方法,对上海现行的外来人口基础教育政策是否符合公平与效率的价值内涵进行探究。分析后发现,现行政策对于教育效率中的个人全面发展予以了回应,但对教育机会公平、过程公平及教育效率中的社会功能层面的回应尚有进一步提升的空间。对此,应灵活设置外来人口高中入学、异地参加升学考试的门槛和条件,缩小义务教育阶段校际教育质量的差距,全面提升办学水平,提高外来人口对于家庭教育的重视程度,政府及相关部门也可以联合学校、社区在教育资源等方面对外来人口进行帮扶。Equity and efficiency are the important elements to evaluate the scientific rationality of education policy.This paper probes into whether the current basic education policy of the floating population in Shanghai conforms to the value connotation of equity and efficiency by means of combining value evaluation with empirical evidence.After evaluation,it is found that the current policies are likely to respond to the overall development of individuals in educational efficiency.However,there is still room for further improvement in the response to the equality of educational opportunity,process and social function in educational efficiency.Based on this,it is supposed to flexibly set the threshold and conditions for the floating population to enroll in senior high schools and take the entrance examination in other places.Moreover,measures should be taken to narrow the gap in the quality of interschool education at the stage of compulsory education,comprehensively improve the level of schooling and raise the floating population’s attention to family education.The government and relevant departments can also cooperate with schools and communities to help the floating population in terms of educational resources.
