摘 要:近年来,地方教育主管部门将学校安全风险分级管控和隐患排查治理双重预防(简称“双控”)机制建设作为校园安全管理的治本之策。对当前建设现状进行调查分析,存在推进力度不平衡、认知水平不到位、实施效果不明显等问题。从高校双控机制建设的重要性和必要性出发,提出以构建相应的组织体系、技术体系、责任体系和工作体系的策略来推进校园双控机制建设,提升整体防控水平。In recent years,the local education authorities have taken a dual risk-control mechanism(DC),risk classification management and control and screening for and elimination of hidden risk,as the fundamental policy to ensure school security.Through the investigation and analysis of the current construction status of DC in Hebei province,we found the following problems,such as insufficient promotion,low cognitive level and unapparent implementation effect.Based on the importance and necessity of DC construction,the article puts forward building the strategy of constructing the corresponding organizational system,technical system,responsibility system and work system to promote DC construction and improve the overall level of prevention and control.
